Een joodse barbier, die terugkeert van de oorlog van '14-'18, lijdt aan geheugenverlies. Nadat hij jaren in het ziekenhuis heeft doorgebracht, vindt hij zijn zaak weer in het getto. Maar het land lijdt nu onder het schrikbewind van de dictator Adenoid Hynkel, die als twee druppels water op de arme barbier lijkt.
