Jack se voit refuser par son supérieur, Roy Galvin, le grade de lieutenant. Galvin a choisi Charles Silvera, un bon flic mais inexpérimenté pour ce poste. Win Carter, un respectable père de famille, mène une double vie. Il fait partie d'un redoutable gang de bikers les "Rought Riders" et s'occupe d'un bar louche "l'Ambrosia Club".
